gas pumps pump in a vacuum

I am unable to reproduce this, I've even tried spawning gas with the pump running and then paint vacuum over the room and nothing. Please list the exact steps you did.

apparently there was 1 mg of steam in there... with the bug i also posted, the pipes breaking, it pumped the 1 mg of steam , and it was being released with the bug again, but the game realised it as a vacuum in the overlay of temperature.

Pipes breaking because a gas turned into a liquid is not a bug. That's normal gameplay.

there wasnt anything liquid in the pipes...

1 mg of stream will turn into water very quickly and that broke the pipe. That is what causes the "too cold damage"
