Same problem here. DxDiag attached in case it could help identify bug.

tried installing with no antivirus and allowed all exceptions. Feels like its loading it into a sand boxed window thats locked. Tried running as admin and it just wont launch at all then. only way it launches is from the quick launch which wont allow admin launching. also seems to pull steam up.

update. unistalled anti virus and it works now. must be sandboxing it some how.
