Game never shuts down completely

My issue is minor, though still annoying: the game never shuts down completely when I exit, so I have to restart Steam in order to get it to start up again.

Steps to Reproduce
Start the game, close it.
Go to bugs

Does the game not shutdown at all, or does steam just tell you, its still running?

Open the task manager, and look for the ONI-process. If not present, its a steam bug.
