Game is incorrectly remembering completed pipe extraction orders after saves

Hey,

I emptied pipes using sandbox+debug(Ctrl+F4) mode. Then when I saved the game and reopened the save file, it shows that there's a pending pipe extraction task in all those places I've given a debug pipe extraction command.

This is definitely a bug.
