Full Steam Ahead Achievement fulfilled in game but not awarded on steam

I completed the requirements for the "full steam ahead" achievement and it popped in game but it's not awarded to me on steam for some reason. Is there a way to fix this issue.

Steps to Reproduce

You can have a look at my save file but I played the game normally, with mods I have ran with all my old all achievement game save before the new DLCs were released without issue.

 

I did use the dev tool to clear out some hot spots of the map because I didn't know what the world trait of "Volcanic activities" did and regretted the decision but at a time where I was too far into this game and didn't want to restart. But I used the dev tool instead of the sandbox tool, so as far as I know this shouldn't affect achievements since it popped in game? Or maybe they changed this because in sand box mode the achievements in game wouldn't even pop under Colony Summaries.

Big red X on achievements means you are no longer eligible for platform (steam) achievements.

 

From your description it's cause you used dev tools in the save. Both dev tools and sandbox disable platform achievements.
