Flydo may get stuck

if there is a piece nearby lying in a 1 tile height place, and the Flydo wants to move this piece, then the Flydo may get stuck and will not move this piece and other similar pieces.

I created a save file in the sandbox and make a video.

all mods are disabled

Steps to Reproduce

run the attached save file and watch.
destroy nearby dirt piece with sandbox tool and watch.

I checked right now on version 659901. The bug is still here.
