Steps to Reproduce
You can't specify the numeric quantity desired in this option. Example: I have to use 70g / s of polluted water for a system. I can not put the exact number.

This is now changed in the Outbreak Update you can manually type the amount.

But just so you know you do not need valves there, the plants only take what they need until their storage is full, and then the water just keeps going to the next one etc.
