Firepoles can't be planned over standard ladders

I've noticed that firepoles now can be planned over most building tiles, but they can't be planned over standard ladders (deconstruct the ladder order on top of the build ladder order for clarification by just selecting the location to build a firepole)

Edit: Disregard, must have been something else causing me to not be able to build a firepole in the spot of a standard ladder.
