Filter/Buffer allow fractional seconds via slider, but only whole numbers via keyboard

When setting the time delay for a filter or buffer, the slider allows a setting accuracy of 0.1 seconds (which is basically impossible to get right via slider), while direct input allows the same, but normalized to full seconds when the input is done. This is clearly not as it should be.
