Ethanol not toxic

While ethanol is has the toxic property like chlorine, it does not actually kill germs.

Steps to Reproduce
Drop something with germs into ethanol and observe germ count.
Go to bugs

Germs kill/spawn in game via internal game rules (each germ type have own set of rules), not via toxic (PO2 also toxic, but no kill germ). 'Toxic' need for dupes and seem no use now.

Oh, well regardless of whether it is linked to the 'Toxic' property, it seems weird that ethanol doesn't kill germs.
