I have two duplicants who built a ladder upward into a sand bank. Once they got to the top, they stood idle for a while. They would do jobs assigned at their level at the top of the ladder, but other jobs with higher priority beneath them were ignored and they would not descend. The ladder was in contact with the ground.
Steps to Reproduce
I'm pretty certain the reason this happened is because of the sand that fell to the base of the ladder. Somehow they stopped acknowledging the bottom of the ladder because it was covered (although the terrain didn't preclude their movement, because the sand had only piled up two tiles high from the ladder base). Once I gave the task to dig the sand that had piled up, they resumed normal navigation.
