Duplicants wont do Novice Research

When I started my Game I was able  to do novice research, at some point the duplicants stopped doing it. I can start research and duplicants will do advanced research, but it wont generate a research errand for novice research. I have tried messing with priorities and resetting priorities, but it just never seems to generate the errand.

Steps to Reproduce

Radioactive Home Cant Research.sav I dont know how this started, but in the save I attached hopefully you just start a research and you can see

I wanted to have a look as I found the issue interesting. But you are not on the live branch, you are on preview, aka. DLC Spaced Out. Probably not a problem, I just wanted to mention it for others that want to give it a try :)
