Duplicants refuse to pick up stuff.

On the bottom floor of my colony, the duplicants will not pick up anything when I tell them to sweep it. Even if it is top priority, they just refuse. There is oxygen in there, but they just won't do it! I don't see any reason why they won't, because the area is completely habitable. 

Steps to Reproduce
The stuff on the floor likely is glitched because it was covered by tile but it shot up onto the floor like normal. It also could be an issue with the AI of the duplicants.

When it's something, which usually work, but doesn't in your case, then you really should include a savegame.

Also are you sure the dupes have access? Maybe they won't go there because a door is locked or something. Also make sure you have storage capacity to accept the materials you sweep. If all your storage compactors are full, then the dupes will ignore your sweep orders regardless of priority.
