Dupes won't stop trying to decant water bottle

I had my bottle emptiers set to 6, which is a higher priority than most anything else I have. Dupes were bottling water from a one place and taking it to the other. When I noticed my base started falling apart I realized the problem is that my dupes were trying to decant a bottle of water that was too far away for them to carry back. They would run out of oxygen before they could make it back to an oxygenated area. I've set my bottle emptiers to priority 1 but still the dupes try and empty this bottle. I've tried to just empty the bottle but it does not seem to be clickable. I thought maybe it was because there was too much other "stuff" around it but I cannot sweep that stuff up because, just like the water bottle they pick it up and almost immediately drop it. I think the priority 6 has stuck and they are just obsessing over this bottle. I've attached a save file. As a side note it is humorous to me that my base is collapsing due to a bottle of water.

Steps to Reproduce
Open the save file. The bottle in question is near the bottom right hand portion of the map. I believe if you set a bottle emptier to a high priority and the dupes run out of oxygen before delivering the bottle this will happen.

I finally broke this loop by providing a pocket of oxygen so the dupes could hold their breath long enough. Still, I can't imagine this obsessiveness is intended.

Edit: Nevermind. They're back at it again. Must have been a different botle.

Inspecting the save, it looks like they're actually trying to deliver to the research station. In any case, we're aware of dupes repeatedly trying/aborting the same chore in a low oxygen area. I'll also look into making the delivery chore a bit more clear. :)
