Dupes won't fill Fish Feeder

I have the Fish Feeder set to priority 9, I have Algae available and the dupes can navigate to the feeder, but they won't fill it.

Steps to Reproduce
Harvest Algae Build Fish Feeder Choose "All" (it's all Algae anyway)
Go to bugs

Seems it's not a bug, they just took a long time to do it. I had no other high priority tasks set though, so something wasn't right.
