It can happen that a critter is in the right spot at the right time when a dupe finishes construction of the tile, trapping the critter. Ideally, the critter is just pushed aside when the tile is finished (not unlike items and other dupes). This prevents annoying deconstruction and reconstruction of the tile. In my most recent incident, it was an airflow tile that trapped a wild puft (just in case it's just some tile and critter combinations).

Trap a critter onto a cell that has a tile build order. Have a dupe complete the build order.
