Dupes researching at telescope after all planets researched

Please see that, TL;DR: Precisely what it says in the title. Dupes will sometimes research at the telescope even after there is nothing to research. The progress bar under their research is empty and doesn't seem to change.

I didn't report this previously because I didn't know if this was working as designed as a training feature.
