Dupes no longer apply Engie's tuneup to power generators

My electrical engineers will no longer manufacture microchips to power up generators anymore, this could be related to the power control station no longer being recognized within a power control room. 

Steps to Reproduce
Build a power control station and stick it in a power room. Electrical engineers will no longer fabricate microchips and apply them to generators.

For me the power station no longer counts as being in a power plant room even with all the conditions met, including the change to light sources.

This seems to happen when the power station room becomes invalid for any reason for any length of time, e.g. after a power outage that turns off the light. It does not become functional again even after proper conditions are restored. A save and reload will temporarily fix it, but it will re-occur the next time the room's conditions are unfulfilled.

I've also seen it happen when locking a door to the room open.  You have to set the door back to auto and reload.
