Dupes ignoring the massage table

As my cycles move forward, no matter how many I place, my dupes will ignore the massage table and reach 100% stress.  I don't know how to fix this issue. Very frustrating!

Steps to Reproduce
Just play the game and watch your stress levels continue to rise.
Go to bugs

Did you by chance miss the announcement that massage tables need power now?
Or do you have jobs with higher priority (compared to the priority set on the massage table) queued for your duplicants?

Posting a save file with the issue might shed some light on the situation...
