I've been having this issue in several runs where dupes will complain about 'chilly surroundings' anywhere in the map regardless of the actual temperature.
Steps to Reproduce
I haven't been able to identify a particular thing that sets it off, however on occasion it has happened right after loading a game. I've also managed to make it stop once or twice by re-loading a save.
