Dupe that starts with masterworks skill cannot do art without unlocking the prerequisite skills.

Steps to Reproduce

Printing pod RNG/ debug mode a dupe with the masterworks skill as a starter skill and build a building that needs an artist to use it.

The prerequisite skills, the ones before masterworks, would have to be unlocked for the dupe to do the "less-intensive" artworks, if I remember correctly.
