They keep dropping water endlessly and no water delivery is made.
It makes no difference whether you use the “Pitcher Pump” or the “Bottle Filler”.
Dupe fills the bottle with water and then drops it close to the bottle.
Other Dupes then pick up the dropped water or fill a new bottle, which is also dropped in the same manner.
This goes on and on.
If there is a “Bottle Emptier” or “Bottle Drainer”, it will not deliver even if there is a place (plant) to deliver, but will open bottles endlessly.
Repeatedly saving and loading or rebuilding the facility does not change the situation.
However, in very rare cases, only a small amount of water can be delivered, but basically no water is delivered.
