Display error of prompt text position in architecture menu bar at 4K resolution

At 4096 * 2160 resolution, the description text of the architecture menu bar will block the architecture icon.

Steps to Reproduce

Open the game at 4096 * 2160 resolution.

Go to bugs

It's a UI scaling issue (among other UI scaling issues....)

UI scaling 75%

UI scaling 150% (my screen is too small for that.... but here is the overlapping of hover over box observed)
