Disabled Transit tubes still work, uses no charge

Confirmed. 

 

So far I am unsure how to put the station in this state but I can confirm that it is possible to get a tube access point in a state where it will work without even a power connection or while disabled. It is both in teh screenshot below.

 

Update:  

Here is my easiest recreation conditions...

 

1) Build station and let it charge. 

2) Disable

3) Save

4) Reload

5) Disconnect power. 

 

Now the dupes will use them. 

I've also seen this happen.
