Was running a fairly new base and noticed that while full of Hydrogen, my hydrogen generator wasn't running. Tested this upon my electrolysis, and have concluded that all devices requiring plumbing simply don't work if you don't have material coming in. I have found that by limiting them via valves I can prevent the useless storage space from filling up at the moment or decrease it slowly by choking the machine of it's required resource slightly.

Steps to Reproduce
Research until you get electrolysis. Build electrolysis device. Fill with water. Disable pump.

Sounds about right Risu, but Hopefully it's not intended that they both fill up with resources, and yet continue to require resources to be fed into them.
