Creature AI is framerate dependent

Creatures - including duplicants - only seem to take on new jobs on specific out-of-game intervals. When the game is running at high speed, they will take more in-game time to start a new job.

Most visible with single duplicant digging out large area of dirt or fertilizer - the duplicant will wait a while between each job when there is any frameskip.

Also visible with creatures in stables. Those will take few seconds to notice that they're being called for grooming.


Steps to Reproduce
1. Max out game speed. 2. Reveal the whole world. 3. Order a dupe with high mining skill to mine out a large block of fertilizer. 4. Note the breaks between each dig job where the dupe "shakes" but does nothing.
