Crash built too tall

I've gotten this relatively reproducible but I think meteor explosions are somewhat inconsistent.  I built on the top buildable tile with steel structures, and after some tiles and items built up, when a meteor causes one of the items to jump straight up it seems to crash it.  I also noticed I have a sweep order assigned to something about 8 tiles outside the map (can only see in debug mode camera), not sure if that should be its own report

build steel tiles at top of world allow meteors to pile up
