cool steam vent try to emit steam even if it can't

I've notice something weird with a cool steam vent that should be overpressured a long time ago. It still continue to "emit steam", but no new steam is really emitted.

I guess it's because the upper line of water has very few amount but the vent try to emit in the layer with 1000 g of water.
