"Pipe blocked" status is missing from conveyor shutoff.
When enabled by automation this will cause conveyor shutoff to continuously consume 10 as if it were normally operational.
This is in contrast to the liquid and gas shutoffs in that when said status is triggered their power consumption will drop to 0.

Fill line so that conveyor rail circulation is blocked.
