Consumables selection fails to update all duplicants if closed early

When there are many duplicants, allowing or disabling consumable for all of them will animate. This animation is not just for show - the actual changes are dependent on it. As a result, closing the consumables window before the animation plays out will not fully apply the changes player wants them to apply, without any warning.


Steps to Reproduce
Have 20+ duplicants and many known food items. Disallow one of them for all duplicants. Immediately close the consumables window. Open it again. Check whether there are duplicants who have this food item allowed. Expected: No, Actual result: Yes.
