Conduction panel not cooling pumps

Attempting to cool a pump in a vacuum using a conduction panel provides no cooling, resulting in the pump eventually overheating.

Steps to Reproduce

Build a pump (liquid or gas, mini or regular) in a vacuum

Build a conduction panel behind the pump

Cool off (or heat) the conduction panel.

Go to bugs

Pump was at 20C. Plastic has very low TC, so the cooling effect is quite hard to notice. Wouldn't mind another conduction panel buff though 👀
