I'm pretty sure it was there a while back.. That little icon that shows up when "colony lacks x skill", is not showing on art like it shows for other buildings when there is no dupe that can do decorating
Steps to Reproduce
Have no dupe with "art fundamentals" skill. Build a blank canvas or other art object that needs the skill. Notice there is no indication of the "colony lacks skill' like it shows up for other buildings needing a specific skill
