Ceiling Lights/No Base

I've done a few easy searches, and went back 6 pages to check too see if it might was known. And I've skimmed the Known list from time to time.

I found if I dig out the tiles above ceiling lights they continue to work, is that intended? Or is my version out of date enough that it's not an issue? My ver is from CU.
