Cannot Refund Steam Purchase

I purchased the game on Steam yesterday to try it out. It's alright, but not something I want to finalize my limited funds on right now. I've only played it for 48 minutes, and owned it for 28 hours...so it falls well within the Steam Refund Guidelines. However, it doesn't seem to have any ability to even request the refund. Please help me with this issue.

Steps to Reproduce
Go to account details, purchase history, and attempt the normal refund process. It simply isn't there.
Go to bugs

For Steam account security and privacy reasons, we don't have access to check Steam accounts or games purchased on Steam - only Steam support is able to assist with these types of support requests. That said, your best, next step is to contact Steam Support regarding this: https://help.steampowered.com/
