Cannot reach Pulling Back The Veil achievement on new game after big merge update

Cannot reach Pulling Back The Veil achievement.

After reveal almost map, about only 65%.

On Sandbox mode, I try to all of maps using tools.

Unfortunately, I got same situation.

I also try same to save data before the big merge update.

I got achievement.

Steps to Reproduce

Create new game and reveal map.

Go to bugs
