Cannot place airlock to replace tile blocks

Airlocks can be placed to replace mine-able blocks but if a block is replaced with a tile it can then not be replaced by an airlock.

Steps to Reproduce
Place a tile block, attempt to replace tile block with an airlock.
Go to bugs

How is this a bug?
You need to deconstruct the tile to do that.
You can place anything over mine-able blocks.
You can't place anything you want over tiles.
