In this image I built a ladders in order for duplicants construct the wall on the right, nothing stops them from reaching. The bug appears when I have a pitcher pump submerged in the water near ladders and duplicants will unable to construct the wall. If I remove the pitcher pump duplicants are able to reach the tile on the far right and construct the wall. 
Steps to Reproduce
Build a long ladder and next to it placed a pitcher pump. When I wanted to build a wall on the right duplicants could not do it. When I removed the pitcher pump duplicants are able to construct the wall.
