The "Canister Filler" building can generate a chore via "Empty Storage", but the priority of this chore cannot be set.
I suspect this is because the building was based / copied from the Pitcher Pump, but as the Pitcher Pump lacks the ability to create chores itself, it doesn't need this functionality.
Perhaps relatedly, Gases stored in the Canister Filler don't count for the colony stocks, which means you cannot set Canister Emptiers to exude a gas canister without triggering an "Empty Storage" or plumbing job to generate the first canister. (Once set, Duplicants will happily take canisters directly from the canister filler, however -- the issue is with "clearing the system" if your Canister Filler gets filled with gases that don't have corresponding Canister Emptiers set anywhere)
