Bottom Building Icons are misplaced every time I load the game

I'm using UI Scale other than 100% (130% at the moment) and every time I load the game, my bottom row is misplaced and hides labels. The only way to fix this is by going to graphic settings and changing UI Scale to different value.

Steps to Reproduce

Set UI Scale to 130% (If that matters, I'm playing on 4k screen, but I also have the same issue on my laptop's 2560x1600), save the game, load the game - the bottom row is misplaced. 

Change UI Scale - bottom row goes back to it's place.

This happens on all saves.
