Bluff Briar Blocked

Planted a few bluff briars in spaces that are 2x1, with one tile for the flower pot, one tile for the bluff briar. Nothing unusual for a bit of base decor, but one of the briars is acting oddly. It's labeled as "blocked" even though there's nothing in the way, no tiles have been built or deconstructed anywhere nearby. Only one of several bluff briars shows the blocked status. There is some chlorine floating around, but not nearby to this bluff briar.

Oddly enough, the decor bonus of the briar still applies normally, and the status window of the briar shows it's growing normally, even though it is "blocked"

One possibility that may be causing this is there may have been some free floating chlorine or natural gas on the flower pot just as it was planted, and it misread the "cannot grow" status? Just a thought.
