Dupes will prioritize cannisters of oxygen even if they are surrounded by polluted oxygen and can't make it to the cannister before dying.

Steps to Reproduce

0. Prepare oxygen cannister, and fill map with oxygen

1. Wait for a bionic dupe to run out of power

1.5 move cannister of oxygen far away from the dupe

2. wait for incapacitated bionic dupe to run low on oxygen

3. restore power to bionic dupe.
