Astronaut prevent to have the "16 moral" quest

Hello,

I've noticed that a permanent astronaut traveler prevent to have the "maintain 16 moral" quest. Before, he begin his travels, I had the quest valided.

But given the astronaut is not count in the colony, it interferes with the quest. Note I block my astronaut in the rocket room to force him to non stop travel given if I let him go back to the base it will take a long period before re-enter in the cockpit. He have always 30 moral.
