aquatuner cooling factor should mention it applies to water

In the building menu, the aquatuner info sys it cool down liquids by 14 °C.

But it depends on the liquids.

Super-coolant is cooled down by approximatively 24 °C

So this tooltip should says the cooling factor depend of the liquid, and give the water factor as example.
