If you alt tab the game while scrolling, the game gets stuck scrolling in that direction. Saving anand loading will fix this, However

Alt tab your game while scrolling
Go to bugs

That's pretty typical; the game does not see that you let go of the scroll key after you tab out because it no longer is notified of keyboard events, so it thinks you are still holding it down and keeps scrolling.
