I'm not entirely sure what's causing the mod issue (every now and then I also get an update loop), but - you can just hit Esc repeatedly to get back to menu and start the game (with outdated mods).

进入游戏一直按esc键到主界面先备份存档（转为云存档或手动复制），然后删除我的电脑\文档\Klei\OxygenNotIncluded文件夹并从steam卸载缺氧，重新安装应该能解决此问题
