The duplicants should be able to navigate to either section if you give them a job that requires entering one of the dark tiles. Once they do, it will reveal the area.

 

For the section on the right, you should be able to work around it by setting that broken light fixture to be demolished by someone with Construction Level 3.

For the section on the bottom, have them deconstruct one of the Gravitas tiles.
