Can't plant things after wearing Vortex Cloak

When Voryex Cloak is equipped, I can't plant anything (such as saplings), character always says "I can't do that."

Steps to Reproduce
wear Vortex Cloak and then plant things.
Go to bugs

This kinda also is a thing for structures, although you can definitely place structures, but the vortex cloak seems to make a non-place-able area around the player
