Oscillating fan turns off at end of hayfever season, no option to turn back on, still offers effects when off

I built the oscillating fan in my house to counteract hayfever. It worked perfectly, then it turned itself off when the season ended, with no option to turn it back on. I figured that it could only be activated during hayfever season. But when the next hayfever season started, there was no option to turn it back on still. However, it still continued to negate hayfever when I was near it, even though it was off.
