I don't know what triggers this, but if I keep playing until around day 50, game prompts shelf to require you to pay for stuff, even though it's your house shelf.
Steps to Reproduce
* Play the game for a while * After a while shef in your house will require you to pay 1 oinc for items on it, same happens with newly-built shelves
