Telelocator Focus Gem Pedestals Spawn Outside of Interior Border

The Telelocator Focus should likely have a larger hitbox radius, making it unable to be placed to the edge so close.

Also it seems the placer for the focus isn't oriented to be flat on the ground.

Steps to Reproduce

1. Place Focus at Edge

2. Gem stand outside
